FIRST RATE. FIRST WORLD CONDITIONS

"Lots of money to be made in with the dividend subsidy plan connected through the Provincial Portfolio for private investors while the tax portfolio & connected foundation portfolio for all ministries are effectively managed"

Immigration service abuse & monetary leaking to void temporary foreign guests or workers concerns over domestic first so Threat Tier 1 equivalent basics & partial Co-Pay if working & on stream to become citizens after permanent resident earning right & retaining right if outside of country otherwise Citizenship is on idle & investments are reviewed if Canadian

British Columbia needs to adopt Alberta's 2 Tier system for Health - Dental & review H.I.3

PROVINCE & TERRITORY TRANSFER PAYMENTS

Different qualifying tiers & a trade effort in investment between within Provincial & Territory portfolios for overall & local - regional domestic with international bonus

This sets 13 Provinces & Territories as Independent within Canada & within UK - Commonwealth first then International second

DREADED TRANSFER PAYMENT CONTROLS

New controls in place based on No Federal Government yet a Federal International Government connected while everything is under Provinces & Territories

Economic earned & sustained local - regional efforts

Sydney Bennett's UN Framework for Canada voids reliance on transfers by 75-95% while a subsidy portfolio can bridge the gap for most

Old Way

Canada's federal transfer payments are divided into three main categories of recipients: individuals, provinces/territories, and organizations/other groups.

The largest recipients are individuals, receiving direct income support such as Old Age Security (OAS), Employment Insurance (EI), and the Canada Child Benefit (CCB).

The second major category involves the provinces and territories, which receive three primary funding streams:

Canada Health Transfer (CHT): The largest transfer, which supports healthcare systems across all 10 provinces and 3 territories.

Canada Social Transfer (CST): A block transfer supporting post-secondary education, early childhood development, and social assistance.

Equalization & Territorial Formula Financing: Payments provided to less wealthy provinces (e.g., Quebec, Manitoba, and the Maritimes) to ensure reasonably comparable levels of public services at comparable levels of taxation.

Finally, the federal government issues transfer payments (as grants and contributions) to organizations, institutions, and Indigenous governments. These include band councils, self-governing First Nations, academic institutions for research, and non-profit organizations.

Debt Repayment & Profit over Debt Model exists with private sector sustainability & growth then access to supply value & investment Tier controls for domestic first, cross Canada & UK Commonwealth second then international third

Monetary domestic locks Vs international leaking & local - regional + doemstic 1-2 Tier subsidy controls. Sydney Bennett's UN Framework is the strongest on Earth in history
